when excess base is added, it does not dissolve actually.. but the OH concentration increases and the pH increases tremendously or the pOH decreases tremendously and the resultant solution will be excessively basic... with lesser water in the solution, the pH will b more closer to 14....

Its simple, you are getting a higher concentration of the base. The base is not as dilute as it was previously.
